Since I first download and installed the above update on October 16th, whenever I check for updates, KB826939 comes up as needed.

Installation history indicates the install was successful. It appears in Add/Remove programs, and in the windows folder, also in Registry.

I uninstalled then reinstalled this update. Windows Update NG has no clue seems others are having same problem. I followed instructions from Microsoft Knowledge Base Article 319109. (didn't work)

Any suggestions would be greatlly appreciated.

I was having a similar problem with Windows Update 329834. Microsoft Support offered the following suggestions which seemed to do the trick:

Suggestion 1
==========
This issue occurs if the database where Windows stores the information on who is and is not trusted to install programs on your machine has become corrupted and unusable or if the previous installation was unsuccessful.

Now, to correct this issue please follow these steps.

1. Close any windows you have open.
2. Click on Start, then My Computer
3. Open the C: drive
4. Open the Windows folder
5. Open the System32 folder
6. Find the CatRoot2 folder and right-click on it, and select RENAME. Change the name to CR2OLD. Make sure you hit Enter after typing in the new name, so the changes can be saved.
7. Close this window and install the Update again.

After installing the update check if it is again offered to you on the Windows Update Site, if your issue is still not resolved please try suggestion 2.

Suggestion 2
==========
Try deleting the WUTemp Folder or removing the contents in that folder. There might have been a trace of a past download or corrupted content in the folder that is causing the install to fail. Follow the steps below to delete this folder.

1. Click on Start/Search and then select All Files and Folders
2. Type “WUtemp” without the quotation marks
3. Make sure that the Look In option indicates “Local Hard Drives”.
4. Click the Search button
5. When the search is complete, delete all copies of the WUTemp folder.
6. Now install the update from the link given below.

After the installation is complete check if the same update is again offered to you.
